4 中国的经济建设需要和平国际环境，需要同世界各国友好合作。中国将坚定不移地奉行独立自主的和平外交政策。中国一向重视在和平共处五项原则的基础上发展同亚洲国家的睦邻友好关系。近年来通过有关各国的共同努力，中国同亚洲周边国家的关系得到进一步的改善和发展。
